The Business Environment & Economic Outlook Survey captures a clear picture of the challenges, opportunities and outlook facing businesses across the region.
Led by Fingal Chamber in collaboration with South Dublin, Dún Laoghaire-Rathdown and County Kildare Chambers, the survey gathers insight on trading conditions, workforce challenges and investment sentiment, alongside the key factors shaping business decisions.
Responses are analysed anonymously and combined to create a shared evidence base reflecting the real experience of doing business across this interconnected region.
The findings inform policy priorities, advocacy and engagement with local and national decision-makers on issues such as housing, infrastructure and competitiveness.
By taking part, businesses help shape practical policies that support sustainable growth across the region.
The survey is open to businesses of all sizes and sectors, from sole traders and SMEs to large employers operating across multiple locations. Responses will be analysed anonymously and combined to inform joint advocacy, media engagement and policy submissions.

Key Findings
Top Challenges: Economic uncertainty, high operating costs, and staff shortages remain the most pressing concerns.
Barriers to Competitiveness: Affordable housing, traffic congestion and limited public transport, and rising costs continue to hold businesses back.
Trade: 92% of businesses are somewhat or very concerned about the potential impact of an EU/US trade conflict.
Commercial Rates: 28% say an increase would have a significant or unsustainable impact.
Housing: 93% don’t believe housing demands will be met by 2030.
Airport: 83% support the immediate lifting of the passenger cap at Dublin Airport.
Investment: 57% plan to expand or invest further in Fingal through new ventures.
Business Performance and Outlook
In 2024, 42% of businesses increased staff numbers, while 70% reported stable or growing profits.
Looking to 2025, 40% expect to grow their teams, and 80% anticipate profits will remain steady or increase.
